In New Jersey, plumbing and electrical work must be performed by licensed trade contractors, and permit-required work does not begin until the municipality issues the permit.

Does a finished basement need a permit in New Jersey?
Almost always — framing, electrical, and any plumbing or egress changes are permit-required under the Uniform Construction Code. CMD coordinates the application and inspections.
